The Human Rights Tribunal of Ontario (HRTO) is an independent adjudicative tribunal that resolves complaints under the Ontario Human Rights Code. The Code prohibits discrimination and harassment based on protected grounds including race, ancestry, place of origin, colour, ethnic origin, citizenship, creed, sex, sexual orientation, gender identity, age, marital status, family status, or disability.

Applications can be filed in relation to housing (accommodation), employment, and services. Respondents — whether landlords, employers, or service providers — can face significant monetary remedies and mandatory policy changes.

The HRTO process involves filing an Application (Form 1), a Response, potential mediation, and a merits hearing. Timelines are strict and evidence preparation is critical.
